The most significant differences are in the content standards for math, science, and social studies. The other differences are in the extent to which states have specific standards for the arts, health, physical education, and second language instruction. While no one state has created specific standards in these areas, most states do have some general content standards in place.
The study found that 58 percent of states have a policy stating that all content standards apply to students with disabilities. Of those, 30 states have specific standards for severely disabled students. Twelve states apply all content standards to severe students, while 18 say the decision should be based on an IEP. However, the study found no specific rules for how the standards apply or whether there should be accommodations or modifications for children with disabilities. Moreover, it was a survey of children with various needs and characteristics, and used interviews, questionnaires, and teacher logs.

The committee will monitor the progress of 181 tasks relating to the implementation of the policy.
